The story behind the answer

This is an Atlantic Puffin: note the bright orange triangular bill with blue-gray at the base, a clean white face, black cap and back, and vivid orange legs. It lacks the golden head plumes of the Tufted Puffin and the small “horn” above the eye of the Horned Puffin. A Razorbill has a longer, black bill with a thin white line and none of the puffin’s colorful beak plates.
