Which bird has a pouch for catching fish?

The story behind the answer

Pelicans have a large elastic throat pouch (gular pouch) attached to the lower bill that works like a net: they scoop up fish and water, then drain the water before swallowing the catch. It’s not a storage bag, but a temporary scoop that can hold more than the bird’s stomach—up to about 11 liters. By contrast, cormorants dive and grab fish with a hook-tipped bill, herons spear prey with a dagger-like beak, and gannets plunge-dive and swallow fish without a pouch.
