A Jedi Master secretly commissioned the Kaminoans to build a “Grand Army of the Republic” without Council approval, believing war was inevitable. Dooku (as Darth Tyranus) later hijacked the project—he recruited Jango Fett and financed it—but he did not place the original order. Mace Windu never authorized such a move, and Yoda only took command of the clones once the war began.

After the commissioner’s death—arranged by Dooku—the Sith embedded inhibitor chips that enabled Order 66, turning the army against the Jedi. Kamino’s archive entry was erased to hide the plot, which is why Obi-Wan’s discovery in Attack of the Clones is so shocking: the clones were “for the Republic,” but engineered to serve a Sith endgame.
