The story behind the answer

Harry S. Truman is correct because he became U.S. president in April 1945 after Franklin D. Roosevelt’s death and represented the United States at the Potsdam Conference (July–August 1945) with Joseph Stalin and Winston Churchill/Clement Attlee. Eisenhower was the Allied general, not president; Hoover served much earlier; Roosevelt attended Yalta, not Potsdam.

At Potsdam, the Allies set the blueprint for postwar Germany—occupation zones, demilitarization, denazification, border changes, and reparations—and issued the Potsdam Declaration to Japan.
