That’s a pelican—note the enormous, long bill with a stretchy throat pouch (the gular pouch) and the big, webbed feet suited for swimming. Pelicans are large waterbirds; none of the other options match this silhouette: parrots have short, curved beaks and are often colorful; pigeons are compact with short bills; jays are smaller, perching songbirds.
Pelicans use their pouch like a fishing net to scoop fish, then drain the water before swallowing.
