The story behind the answer

The raid targets Scarif’s Citadel, the Imperial archive where Project Stardust (the Death Star plans) is stored. Scarif isn’t known for cities; it’s a sparsely populated archive world. That’s why a “coastal city” or “dockyards” are misleads—they’re scenery and support infrastructure, not the objective. The “Imperial Research Facility” is also off-base: Galen Erso’s R&D lab is on Eadu, not Scarif.

Context: Scarif is protected by a planetary shield and an orbital gate, forcing the Rebels to open the gate and transmit the plans rather than escape with them. The successful transmission to Admiral Raddus’s flagship, Profundity, directly sets up Leia’s escape and the opening of A New Hope. Grand Moff Tarkin then orders the Death Star to fire on the installation, erasing the vault and much of the garrison.
